			He spent his childhood in conditions of severe poverty. His mother supported the family by selling dry fish and mudhi (puffed rice) in nearby villages, with the family at times going without food for days due to scarcity. His father, Chatrubhuja Behera, passed away from a poisonous reaction and had managed the family by begging due to a physical disability.

			As a school-going child, Purna Chandra became a child labourer to fund his education, selling ripe cashew fruit, boiled grains such as buta and matar, and chocolates. He worked as an agricultural labourer during a period when child labour wages were as low as Rs. 1.00 to Rs. 3.00 per day, working alongside his brother to secure food for the family. He subsequently worked in a tile factory in West Bengal, at a roadside dhaba in Raj Sunakhala, at Jagadamba Cloth Store in Puri, at a banana godown owned by Bali Bhaina in Puri, and as a home cook for Advocate Sarat Chandra Routaray in Heragohiri Sahi, Puri — a period during which he worked 18 to 20 hours a day.

			He went on to work as a hostel boy at the Patharpuri Hostel of S.C.S. College, Puri, for four years on a regular monthly payment, which allowed him to release his family's mortgaged agricultural land. He later worked as a cook at an engineer's home in Balangir, ran his own betel shop at Pichukuli Bazar near his village, sold fish at the Unit-4 market in Bhubaneswar with door-to-door bicycle delivery, and sold papad on the footpaths of Bhubaneswar. He eventually returned to his village and resumed running a betel shop at village fairs and Mahotsav gatherings.

			Due to financial hardship, his formal education was interrupted; he passed Class VIII with difficulty and discontinued his schooling in Class IX.

			While working as a hostel bearer at the S.C.S. College Patharpuri Hostel in Puri, Dr. Purna Chandra Behera received his first regular income along with free lodging and boarding, and gained the opportunity to associate with educated communities. During this period, he attended Bhajan Samaroha (devotional music gatherings) in Puri and was inspired by eminent singers to pursue folk music.

			On returning to his village and starting a betel shop in Pichukuli to support himself, he began performing Bhajan in Pala, Dwari Dance, and Dhudki Dance, playing keyboard in dramas, and performing in Jatra parties, band parties, Dhol Mahuri Folk Dance, Odia Dhaga Dhamali, and Danda Nrutya at night.

			His polite nature and devotional singing drew the attention of Swami Bhagavatananda Puri, his high school teacher, who preached the ideals of Swami Vivekananda through social service at Ramakrishna Sevashram, Tikatal. Through his association with Swami Bhagavatananda — who organized medical and sanitation camps by day and preached the ideals of Ramakrishna Paramahansa and Swami Vivekananda by evening — Purna Chandra found inspiration for social work, singing devotional songs at these evening gatherings and drawing motivation from Vivekananda's teaching on service to the poor and ignorant as worship of the divine.
