Early Life

Amit Basak was born on 20 September 1984 at Dr BC Roy Path (Khazanchi Road), Bankipur, Patna, Bihar. He is the son of Pradeep Basak and Jharna Basak.

Education

Amit Basak completed his matriculation from Ram Mohun Roy Seminary, Patna, in 2000, followed by intermediate studies at Vanijya Mahavidyalaya Patna. He went on to complete a Bachelor of Commerce (Honours) from Patna University in 2005, and a Master of Commerce from the Department of Applied Economics and Commerce, Patna University, in 2007.

He pursued chartered accountancy through the Institute of Chartered Accountants of India (ICAI), completing his CA Intermediate examination in 2010 and his Information Technology Training (ITT) the same year, followed by a three-year compulsory articleship with P. Puneet & Co., Chartered Accountants, Patna, from October 2010 to October 2013.

He subsequently completed a Master of Business Administration in Finance from Vinayaka Mission University, Salem, Tamil Nadu, in 2016, and qualified UGC-NET in Commerce in 2017. He completed a Certificate Programme in Public Procurement from the World Bank in 2015, and a Post Graduate Diploma in Urban Planning and Development from IGNOU, New Delhi, in 2018. He completed his Bachelor of Laws (LL.B.) from Patna Law College in 2020.

He also completed 100 hours of computer training from ICAI Patna, along with DCA and DFA certifications from MIIT, Patna, and has working proficiency in MS Office, Tally 9, Tally ERP, and Zen E-TDS software.

Career

Amit Basak began his professional career with L. Kumar Associates, a Chartered Accountants firm in Patna, working as an accountant from July 2009 to August 2010. He then undertook his CA articleship with P. Puneet & Co., Chartered Accountants, Patna, from October 2010 to October 2013, during which he gained experience in accounting, auditing, and taxation across a range of client organisations, including urban local bodies, Punjab National Bank branches, COMFED (Bihar State Milk Co-operative Federation), the Bihar State Social Welfare Board, BIPARD, BREDA (Bihar Renewable Energy Development Agency), BHPC (Bihar Hydroelectric Power Corporation), BUIDCo, the Women Development Corporation, REC (Rural Electrification Corporation), and District Rural Development Authorities in Jahanabad and Nalanda.

He worked as an Accountant at Shristi Developer Pvt. Ltd., Patna, from October 2013 to January 2014.

From January 2014 to March 2017, Amit Basak worked as a Municipal Finance Associate with IPE Global Limited, Delhi, as part of the UTAST Team within the Urban Development and Housing Department (UD&HD), Government of Bihar, for the DFID-funded Support Programme for Urban Reforms (SPUR) in Bihar. In this role, his responsibilities included managing property tax and municipal revenue MIS, liaison with urban departments and local bodies, compilation of property tax dues across 28 urban local bodies in Bihar, preparation of financial statements per Bihar Municipal Accounting Rules 2014, reconciliation of cash and pass books, budget preparation, evaluation and monitoring of tax revenue, hands-on accounting support to multiple ULBs including Danapur, Khagaul, Phulwarisharif, Hajipur, Muzaffarpur, Bodh Gaya, Bettiah, Bihar Sharif, and Siwan, and training of Chief Municipal Officers, City Managers, and accountants.

From June to August 2017, he served as District Finance Manager, Araria, with the Bihar Rural Livelihoods Promotion Society (BRLPS), known as JIVIKA.

Since August 2017, Amit Basak has served as Municipal Finance Expert for FMTSC work across Nagar Nigam Bihar Sharif, Nagar Parishad Khagaul, Hajipur, and Aurangabad, and Nagar Panchayat Jagdishpur and Mairwa, in the Urban Local Bodies of Bihar. His responsibilities in this role include managing financial systems and monitoring project and program fund flow in ULBs, supporting cash book transaction recording, analysing budget variances, preparing MIS reports for the UD&HD, coordinating with internal and Accountant General auditors, identifying and rectifying financial and statutory compliance issues, monitoring audit completion and compliance, supporting internal revenue enhancement, and supporting preparation of Finance Commission performance grant reports and other reports for the Ministry of Urban Development and the UD&HD, Government of Bihar.

He has been associated with urban reform and municipal development programmes in Bihar, including work connected with SPUR and the Urban Development and Housing Department, Government of Bihar, and has contributed to professional discussions and training programmes concerning the Bihar Municipal Act, 2007, municipal property tax regulations, municipal accounting, and municipal budgeting.
