Dr. Arja Srikanth is an Indian government civil servant and Indian Railway Traffic Service (IRTS) professional with a 41-year career spanning railway operations, public administration, tourism, culture, coal, infrastructure, public-sector coordination and community development. He has also been associated with Andhra Pradesh Bhavan, New Delhi, NTPC Limited, the Government of Andhra Pradesh, the Ministry of Railways and several Union ministries.
Early Life and Education
Dr. Arja Srikanth was born on 18 February in Pedakallepalli. He has an extensive academic background spanning agriculture, transport economics, logistics, journalism, mass communications, marketing management and cultural tourism.
He earned a Doctorate in Marketing of Cultural Tourism from Telugu University, Hyderabad. He completed a First Class Post Graduate Diploma in Journalism and Mass Communications from Indira Gandhi National Open University (IGNOU) in 2005–2006 and a First Class Post Graduate Diploma in Marketing Management from Ambedkar University, Hyderabad, in 2002.
He completed an M.Sc. in Agriculture from the Indian Agricultural Research Institute (IARI), New Delhi, in 1985, achieving an OGPA of 4 out of 4 and being described as a topper. He completed his Bachelor of Science in Agriculture from Acharya P. G. Ranga Agricultural University (APAU), Hyderabad, in 1983, with 92.7 percent and a university rank.
He was also a Gold Medalist of the Indian Railway Traffic Service at the Railway Staff College, Vadodara, in 1989, with specialization in Transport Economics and Logistics.
Career
Dr. Arja Srikanth has held a range of senior positions in the Government of India, Government of Andhra Pradesh, Indian Railways and public-sector organizations over the course of a 41-year career in public service.
Andhra Pradesh Bhavan and Public Administration
Dr. Arja Srikanth served as Commissioner of Andhra Pradesh Bhavan, New Delhi, from 28 October 2014 to 2019 and again from August 2025.
In this role, he has been involved in coordinating with Central Government ministries for funds and projects for Andhra Pradesh and in coordinating with public-sector enterprises, embassies and industrial establishments regarding investments in the state.
Adani Group
He worked with Adani Group Corporate Affairs in New Delhi from September 2021 to August 2025.
NTPC Limited
Dr. Arja Srikanth served as Executive Director, Fuel Transportation, at NTPC Limited with effect from 5 August 2011. His responsibilities included coordination with Indian coal companies, Indian Railways and Indian ports for coal supplies to NTPC stations across India.
From November 2013, he served as Executive Director, Coal Mining, NTPC. His responsibilities included development of captive coal blocks across Jharkhand, Chhattisgarh and Odisha and monitoring joint ventures with governments and coal-sector organizations.
Union Government Assignments
Dr. Arja Srikanth served as Private Secretary to the Union Minister of State for Heavy Industries and Public Enterprises from 19 January 2011 to 4 August 2011.
He previously served as Private Secretary to the Union Minister of State for Steel from 3 June 2009 to 18 January 2011, assisting with the administration of public-sector undertakings including SAIL, NMDC, RINL, MOIL, MECON, KIOCL, HSCL, MSTC, FSNL and BIRD.
He served as Private Secretary to the Union Minister of State for Coal from 9 April 2008 to 2 June 2009, assisting with the administration of coal-sector public-sector undertakings.
He served as Private Secretary to the Union Minister of State for Mines, Government of India, from 4 April 2007 to 8 April 2008, assisting with organizations including NALCO, MECL and HCL.
Indian Railways Career
Dr. Arja Srikanth served as Director Traffic, Railway Board, Ministry of Railways, New Delhi, from 18 August 2006 to 4 April 2007. He was responsible for coal and general freight operations of Indian Railways.
He served as Senior Divisional Operations Manager, South Central Railway, Secunderabad, during 2000–2002, where he was associated with passenger and freight operations.
Before that, he served as Deputy Chief Operations Manager, South Central Railway, during 1999–2000, and held positions including Divisional Operating Manager, Assistant Operating Manager and Area Officer of South Central Railway from 1989 to 2000.
His railway career included recognition for operating performance, safety and punctuality.
Government of Andhra Pradesh
Dr. Arja Srikanth served as Additional Secretary to the Government of Andhra Pradesh in Tourism, Culture, Archaeology, Youth Services and Sports during 2002–2004.
He subsequently served as Director of Culture, Government of Andhra Pradesh, from 2004 to 2006. During this period, he was involved in promoting art and culture in the state.
He also served as Director of the State Gallery of Fine Arts, Government of Andhra Pradesh, and as Chief Vigilance Officer for wings associated with Tourism, Culture, Archaeology, Sports and Youth Services.
He served as Nodal Officer for the Chief Minister's public grievances programme under Rajiv Pallebata and as Nodal Officer for the paperless office initiative of the Government of Andhra Pradesh.
NABARD Career
From 1985 to 1989, Dr. Arja Srikanth served as Project Development Manager at the National Bank for Agriculture and Rural Development (NABARD), Mumbai. His responsibilities included analysis and execution of refinancing for agricultural projects.
Community and Social Service
Dr. Arja Srikanth has been involved in community development and social-service initiatives in Andhra Pradesh and New Delhi.
Under the Chief Minister's Smart Village programme, he initially adopted Pedakallepalli, his native place, and subsequently became involved with villages and mandals in the coastal region of Krishna District. His notable achievements under this programme include kickstarting ONGC operations, establishing a DRDO missile testing centre, and resolving longstanding issues such as lift irrigation schemes and rural infrastructure development.
He has visited villages and interacted with communities including Yanadi, Yerukala and Chenchu groups. According to his account, he worked with government officers and local communities on infrastructure, agriculture, fisheries, transportation, electricity, tourism, employment, skill development and welfare-related issues.
Initiatives and issues followed up during his public-service activities included rural roads, lift irrigation projects, railway development, railway-station modernization, aqua testing laboratories, electricity infrastructure, women's empowerment, skill development, employment programmes, coastal tourism, mango cultivation, distribution of fruit-tree saplings, vegetable breeder seeds and rural household backyard initiatives.
He has also described his involvement in helping communities with street lighting, completion of houses, distribution of fishing equipment and boats, house-site pattas, ration cards, Aadhaar enrolment and other basic public services.
Resident Welfare and Telugu Community Activities
Dr. Arja Srikanth served as President of the Resident Welfare Association of West Kidwai Nagar, New Delhi, for three years and was involved in establishing the association and implementing welfare activities that improved residents' quality of life.
He later helped establish a Resident Welfare Association in Chanakyapuri, New Delhi, where many senior Central Government officials reside. As President, he worked on community initiatives including open gyms, badminton courts, greenery, cultural activities, summer classes for children from servant and slum communities, waste-management practices and community programmes.
He has also served in leadership roles including Executive President of Delhi Telugu Academy, Delhi Telugu Employees Welfare Association and Telugu Sangam, and has been associated with Telugu cultural organizations in New Delhi. Through these roles, he has worked to unite Telugu-speaking communities, including in United Andhra Pradesh, under the umbrella of Andhra Pradesh Bhavan activities.
Through social-media-based community coordination, he has worked to bring Telugu-speaking communities together, and has also described his role in providing emergency assistance and coordination for Telugu people living in different parts of India and abroad during emergencies and calamities on a global scale.
Awards and Recognition
Dr. Arja Srikanth has received several awards and recognitions during his career, including:
- Gold Medal for performance in Indian Railway Traffic Service training at Railway Staff College, Vadodara, in 1989.
- Railway Minister's Award in 1996 as Best Operating Officer of the country.
- Special Commendation from the Chief Minister of Andhra Pradesh in 2006 for services in art and culture.

Dr. Arja Srikanth has been recognized as a topper in M.Sc. Agriculture and IRTS training and as a university rank holder in B.Sc. Agriculture.
His professional experience covers railway traffic management, transport economics, logistics, agricultural project development, public administration, tourism, culture, vigilance, coal transportation, coal mining, public-sector management and community development.
He has also described expertise in computers and practical interests including keyboard, tabla, mridangam, dholak and tennis.
