Dalbir Bharti was born on 14 April 1960 in the village of Banmandori, District Fatehabad, Haryana. He attended the Government Primary School in his village and passed the 5th class Board examination standing first in a cluster of villages.

Dalbir Bharti completed a professional course in English Stenography, standing first in the institute.
