Dr Ngilang Taley holds a Bachelor of Medicine, Bachelor of Surgery (MBBS) degree from the University of Rajasthan, which he obtained in 1997. Dr Ngilang Taley serves as Chief Medical Officer (Senior Admin Grade) [CMO(SAG)] at the Municipal Corporation of Delhi (MCD)-run Rajan Babu Institute for Pulmonary Medicine and Tuberculosis (RBIPMT). He also holds the position of District Tuberculosis Officer (DTO), leading critical anti-tuberculosis initiatives from the Kingsway Chest Clinic in the Kingsway Zone, Delhi.
His clinical work is conducted at the MCD RBTB/RBIPMT Hospital Campus in North Delhi (GTB Nagar, Kingsway Camp).
Milestones and Recognition
Dr Ngilang Taley is recognized as the first doctor from the Apatani community of Arunachal Pradesh to clear the prestigious Combined Medical Services (CMS) Examination conducted by the Union Public Service Commission (UPSC) in 1997. He was subsequently selected as a Captain in the Medical Corps of the Indian Air Force (IAF) through the Short Service Commission (SSC) in 1998.

Dr Ngilang Taley actively drives the TB Mukt Bharat Abhiyaan (TB-Free India campaign), organizing field-level training programs for ASHA workers and community healthcare providers to improve early detection of tuberculosis. He has also contributed to clinical research on the prevalence of tuberculosis and on quality management systems in diagnostic laboratories, earning recognition for implementing Quality Management Systems in TB Diagnostics as per the National TB Elimination Program.

RPETA supports reading initiatives and educational advancement for disadvantaged children in Northeast India, particularly those in rural and marginalized communities, promoting literacy and access to knowledge.
