Dr Kipa Kahaa is an Indian politician and social activist based in Naharlagun, Arunachal Pradesh. He serves as General Secretary of the Arunachal Pradesh Congress Committee (APCC) and as a Member of the All India Congress Committee (AICC). He has been a member of the Indian National Congress since 8 September 1999.

Early Life

Dr Kipa Kahaa was born on 30 January 1976. His father was Late Kipa Hanu, and his mother was Late Kipa Sampuk. He resides at Sonia Apartment, Polo Colony, Naharlagun, District Papum Pare, Arunachal Pradesh.

Education

Dr Kipa Kahaa holds an Honorary Doctorate in the field of Public Relations and Social Activities, conferred by the World Human Rights Protection Commission (WHRPC) on 21 June 2023.

Career

Dr Kipa Kahaa joined the Indian National Congress as a member on 8 September 1999 and has held numerous positions within the party over the years, including Secretary of the Arunachal Pradesh Youth Congress (1999–2001), General Secretary of the Arunachal Pradesh Youth Congress (2002–2004), Chairman of the Indian Youth Congress Membership Drive for the Arunachal unit (2002), Vice President of the Arunachal Pradesh Youth Congress (2005–2011), and Vice Chairman of the Arunachal Pradesh Congress Seva Dal (2011–2013).

He has served as General Secretary of INTUC, Arunachal Unit, since 2003, and as General Secretary of the Rashtriya Yuva Parishad, Arunachal Unit (2004–2009). He has also served as State Coordinator and Chairman of the State Level Management Committee of the Rajiv Gandhi Study Circle, Arunachal Pradesh unit.

He was appointed PCC Election Observer for West Siang District during the 2004 and 2009 Assembly Elections, PCC Election Observer for Upper Subansiri District during the 2007 Panchayati Raj Assembly Elections, In-charge of Publicity for the Arunachal West Lok Sabha candidate during the June 2009 elections, and Block Returning Officer (BRO) for the AICC Election of Seppa (East) Assembly Constituency in October 2010.

Since 2014, Dr Kipa Kahaa has served as State Chief Organiser of the Arunachal Pradesh Congress Seva Dal, during which he initiated the construction of the "Gandhi Market" at Naharlagun. AICC President Rahul Gandhi appointed him AICC Observer for Sikkim on 8 February 2019, and AICC Observer for the Murshidabad Parliamentary Constituency, West Bengal, on 13 April 2019. He was appointed General Secretary of APCC on 1 February 2024 by APCC President Shri Nabam Tuki, and was re-appointed to the role on 4 August 2026 by APCC President Shri Bosiram Siram.

Dr Kipa Kahaa is married to Mrs. Jumken Rallen Kipa; their marriage took place on 9 October 2007. His children are Miss Kipa Sonia, Shri Kipa Henry, and Shri Kipa Nyite. His hobbies include social work, music, football, and badminton.
